Garrett C. McLeod is the current Geographic Communications Manager for Dow’s Houston Hub and Seadrift Operations. 

In his role, Garrett manages community relations through local stakeholders, municipalities, and educational partners.  Garrett brings five years of public relations involvement from the local government sector.

Prior to accepting his role with Dow, Garrett served as the Director of Economic Development for the City of Texas City. In this role he managed the city’s Foreign Trade Zone #199, the Texas City Economic Development Corporation, and assisted petrochemical partners in their local growth projects.  

Garrett holds a Bachelor of Science in Environmental Studies from Texas A&M University, and a Master of Public Administration from The Bush School of Government and Public Service.  In his free time, Garrett enjoys hunting, fishing, and spending quality time with family.

Heather Lyons, is the current Site Director for Seadrift Operations.

Heather joined Dow in 2002 as a Process Engineer in Engineering Solutions at West Virginia Operations following three student co-op terms with Union Carbide Corporation.  From 2005 to 2016, Heather held engineering, start-up, operations, and production leadership roles in several Dow business units located in Minneapolis, Minnesota, West Virginia Operations, and St. Charles Operations.  During these assignments, Heather’s leadership delivered customer relationship and process reliability improvements and significant economic contributions. Heather accepted the Dow Agrosciences Crop Protection Global Environmental, Health, and Safety (EHS) Improvement Leader role in February 2016 where the business achieved best ever facility safety performance.  In September 2017, Heather accepted the US Crop Protection Manufacturing EHS&S Leader role providing EHS&S leadership and cultural influence to six US manufacturing locations through the merger and spin of Dow and DuPont to Corteva Agriscience.  Heather then transitioned to the Global Process Safety Director in February 2019.  In December 2020, Heather was named Crop Protection Manufacturing Operational Excellence and Productivity Director.  In June 2021, Heather assumed additional responsibility as the Rice, Plantations & Specialty Herbicides Portfolio Manufacturing Director.

Heather holds a bachelor’s degree in Chemical Engineering from Virginia Tech and is a certified Six Sigma MAIC Black Belt.  Heather and her husband, Matt, have four children, Davontae (Mandy), Isabella, Maria, and William and two grandchildren, Iris & Milo.
