Bill DiLibero

William “Bill” DiLibero is the City Manager in Port Lavaca, Texas. Previously he worked in
County and State government in Massachusetts. Since 2002 he has worked in municipal
government in Rhode Island; Charlestown, Cumberland, Foster and Hopkinton, and Texas;
South Padre Island, Beeville and now Port Lavaca.
He was a water resources circuit rider and worked throughout the northeast. He was
County Extension agent in Norfolk County Massachusetts where he was a water/wastewater
and community development specialist. He worked for the Massachusetts Department
of Environmental Protecton as the Deputy Director for Solid Waste Management
and the GIS Administrator for the agency.
Bill received his law degree from the New England School of Law and is licensed to practice law in Rhode Island, Massachusetts and Texas. He holds Masters Degrees in Geography
and Urban and Regional Planning from Clark University and the University of Miami
respectively. He received his Bachelors degree from Worcester State College in Sociology
and Natural Science.
He is a Credentialed Manager through ICMA and was a Certified Planner through the
American Planning Association. He is a member of the ICMA Sustainable Communittees
Advisory Committee and serves on the Texas General Land Office Resiliency Steering
Committee.

Guest Speaker
Juli Blanda

Juli Blanda has served as the General Manager for the Texas Coast Operations of Cable
One since 2013. She oversees the day to day operations of the system and successfully
completed a digital and billing conversation in her first two years. Most recently, she
oversaw the restoration of the Cable One plant resulting in restoring service to over 90%
of Cable One’s customers in two months. Juli served two years on Cable One’s General
Manager Task Force, working on improving communication between the systems and
corporate and helping with the annual Leadership meeting. In addition to her time at
Cable One, Juli has over 17 years of telecommunications experience and over 20 years of
management and leadership experience.
Juli attended Texas A&M University where she studied Marketing and Spanish. A consummate
volunteer, Juli has served on many boards and committees including the San Antonio
Food Bank and The Valero Alamo Bowl. She is the Vice President of Keep Aransas Pass
Beautiful and created a Business Showcase to highlight businesses for both locals and
Winter Texans. She mentors other women through the Greater Texas chapter of Women
in Cable and Telecommunications and serves as Vice President of their board. Additionally,
Juli is the 2015 Rising Star recipient of the WICT Greater Texas Lone Star Awards and a
graduate of the Betsy Magnus Leadership Institute. She is also a graduate of Leadership
San Marcos, Leadership San Antonio, Leadership Aransas Pass and Leadership Port Lavaca.
When Juli is not supporting Cable One or volunteering, she is taking yoga, working in
her yard or teaching kid’s yoga.
