Speaker - Wayne Shaffer
Wayne is the Public Works Director for The City of Port Lavaca. He manages a team providing all aspects of Public Works, including Water/Wastewater, Streets and Parks. Wayne holds certifications from TCEQ in Water (B Distribution), Wastewater (A License) and CSI (customer service inspector).
Wayne is no stranger to Public Works, having spent 7 years as a Water/Wastewater Operator and 5 years as a Director, which taught him the importance of Water Quality, Customer service and employee development.
Prior to starting in Public Works, Wayne spent 5 years as a CCTV Camera Operator evaluating Oily water Sewer lines in numerous refineries across the country.
 
Before joining Port Lavaca this year, Wayne worked for 12 years for a diverse range of organizations, including City of Portland, City of Port Lavaca, City of Beeville and City of Palacios.
 
 
Rotarian of the Week - William “Bill” DiLibero

 
Port Lavaca City Manager
 
Bill is the City Manager in Port Lavaca, Texas. Previously he worked in County and State government in Massachusetts. Since 2002 he has worked in municipal government in Rhode Island; Charlestown, Cumberland, Foster and Hopkinton, and Texas; South Padre Island, Beeville and now Port Lavaca.
He was a water resources circuit rider and worked throughout the northeast. He was County Extension agent in Norfolk County Massachusetts where he was a water/waste-water and community development specialist. He worked for the Massachusetts Department of Environmental Protection as the Deputy Director for Solid Waste Management and the GIS Administrator for the agency.
Bill received his law degree from the New England School of Law and is licensed to practice law in Rhode Island, Massachusetts and Texas. He holds Masters Degrees in Geography and Urban and Regional Planning from Clark University and the University of Miami respectively. He received his Bachelors degree from Worcester State College in Sociology and Natural Science.
He is a Credentialed Manager through ICMA and was a Certified Planner through the American Planning Association. He is a member of the ICMA Sustainable Communities Advisory Committee and serves on the Texas General Land Office Resiliency Steering Committee.
